SEO Advice for Multilingual Website – English and Spanish

There is the following situation with one of our clients.

They want an English website which will target the US market.
They want to add a Spanish version to target US and South American Spanish speakers. As they are starting from scratch, what would be the right option?

1. Build a single site in 2 languages.
2. Build one site in English and another in Spanish
3. Build one site in English, one .com site in Spanish and one local Spanish (maybe with Argentina or Columbia tld as they have the largest populations)
