Website has been designed before 2-3 years. Every year web design trends and style got changed . you must make some changes every year as per current trends and fashion.
If you have huge traffic, delivering new design and graphics will be appreciable and motivates user to visit again.
If the technology has been changed. We have seen new version of HTML5. it is not famous now days, after 2 years there might be possibility that website built with new HTML version will perform better.
